IAEA Workshop on Establishing the Structure of a Nuclear Power Plant Owner and Operator Begins in Astana

From October 20 to 24, 2025, a training workshop organized by the International Atomic Energy Agency (IAEA) is being held in Astana, with the support of Agency of the Republic of Kazakhstan for Atomic Energy and LLP “Kazakhstan Nuclear Power Plants.”

The workshop is focused on defining the roles and responsibilities of a nuclear power plant (NPP) owner and operator, including the development of the organizational structure of the future operating company at various stages of project implementation.

The event was opened by IAEA Technical Officer, training program coordinator, and workshop lead Mr. Eric Mathe.

“Kazakhstan is entering a crucial phase in preparing to establish its own nuclear power plant. At this stage, it is especially important to lay the foundation for a reliable operational structure capable of effectively managing the project at every stage — from conceptual planning to safe and sustainable operation”, said Mr. Mathe.

He also emphasized that the IAEA will continue to provide Kazakhstan with comprehensive support — including methodological guidance, assistance in developing the regulatory framework, human resource training, and strengthening of institutional mechanisms.

A welcoming speech on behalf of   Agency of the Republic of Kazakhstan for Atomic Energy was delivered by Ms. Gulmira Mursalova, Director of the Department of Nuclear Energy. She expressed appreciation to the IAEA experts for their support in organizing the event and wished the workshop participants a productive and successful experience.

«This workshop marks an important step in developing national human and institutional capacity. Kazakhstan takes a systematic approach to nuclear energy development and sees collaboration with international partners — particularly the IAEA — as a foundation for safe and sustainable progress,” said Ms. Mursalova.

As part of the seminar program, Mr. Zhomart Zhasanov, Head of project at LLP “Kazakhstan Nuclear Power Plants,” delivered a presentation outlining the current status of the project. He highlighted the role and future responsibilities of the NPP owner and operator, and described the application of the IAEA’s Milestones Approach in the implementation of Kazakhstan’s national nuclear program.

“We consider the construction of a nuclear power plant a strategic task aimed at strengthening the country’s energy security and fostering a modern safety culture in Kazakhstan’s nuclear sector”, stated Mr. Zhasanov.

The workshop program covers the full lifecycle of a nuclear power plant — from conceptual planning and design to commissioning and long-term, reliable operation. Special attention is being given to the establishment of an effective operator company structure, development of key competencies, management systems, workforce training, and issues related to licensing, contracting, construction oversight, and engagement with regulatory authorities.

The training involves representatives from the Atomic Energy Agency of the Republic of Kazakhstan, LLP “Kazakhstan Nuclear Power Plants,” and the Institute of Nuclear Physics. These organizations are expected to play a key role in the implementation of the national nuclear power program and in shaping a robust institutional model for NPP ownership and operation.
